Theres really nothing you can do. I had the same problem, and for the longest time i thought i was doing something wrong, but my friends chloe and chelsea both go Tanning and they said they do the same thing and they're tan everywhere. My arms and feet don't really tan much either, it's just different for everyone.

There are stand-up Tanning beds. However, it's easier to just throw your arms back for like the last 5 minutes of your tan every time so that they get a little color. Or you could lay on your stomach in the bed with your armpits to the surface. That's usually what i do.
